Term Definition
Administrative Services DTSC program area providing all of the administrative support required by DTSC. Manifest processing and information technology are part of the Office of Environmental Information Management within Administrative Services.
Business Rule A declaration of policy or condition that must be satisfied within the business
CA Abbreviation for California
California Association of Professional Scientists An organization needing current and accurate Hazardous Waste information in support of business activities.
CAPS California Association of Professional Scientists
CCR California Code of Regulation. State regulations governing hazardous waste.
CFR Code of Federal Regulations. Federal regulations governing hazardous waste.
Consolidators

Specific instances of the HWH where the generator is same as the transporter
CUPA Certified Unified Program Agencies. Local Government agencies responsible for the inspection of Hazardous Waste sites.
DTSC Department of Toxic Substances Control
Duplicate Manifest Criteria A Data Validation check to determine if a duplicate manifest record exists in the HWTS. This criteria consists of manifest number, generator date and manifest type.
Environmental or Public Interest Organizations Citizen advocacy groups supporting environmental or public interest activities such as pollution prevention. These organizations need current knowledge of Hazardous Waste information in order to analyze trends in the production of Hazardous Waste materials for state pollution tracking.
Facility Could be implied to even a hazard waste cleaning site and is not necessarily be implied to TSDFs
Feature An externally observable service provided by the system which directly fulfills a stakeholder need.
Federal Government Federally regulated hazardous waste. Supports enforcement actions at the ‘criminal’ level. This support includes the preparation of complex ad hoc data requests, and the retrieval of signed copies of manifest documents from microfilm or CD-ROM images.
FTP File Transfer Protocol. The method by which a file is electronically transferred to the HWTS. This is one of the input options.
F.U.R.P.S. Functionality, Usability, Reliability, Performance, Supportability: this acronym represents categories for assessing product quality.
GISS Generator Information Services Section. This section within the Department of Toxic Substances Control processes manifest data and images; issues EPA ID numbers; and maintains the data within the Hazardous Waste Tracking System.
Graphical User Interface (GUI) A type of interface that enables users to communicate with a program by manipulating graphical features, rather than by entering commands. Typically, a GUI includes a combination of graphics, pointing devices, menu bars and other menus, overlapping windows, and icons.
Hazardous Waste Management Program DTSC program area which regulates hazardous waste generators, transporters, and treatment, storage, and disposal facilities (TSDF’s) within California. This program is organized by permitting, compliance, and state regulatory activities. Supports enforcement actions at the administrative level. This support includes the preparation of complex ad hoc data requests, and the retrieval of signed copies of manifest documents from microfilm or CD-ROM images.
HWH Hazardous Waste Handlers consisting of hazardous waste generators, transporters and disposal facilities (TSDF).
HWTS Hazardous Waste Tracking System
Image Reference Key A group of manifest fields representing: Roll number, frame number, and manifest id number. This group of fields creates a key used to reference and access manifest images.
Legislature Monitors program effectiveness via Hazardous Waste summary report information.
Local Government Includes District Attorneys and supports hazardous waste management and enforcement programs that are maintained by the local Certified Unified Program Agencies (CUPA). Supports enforcement actions at the administrative and/or criminal level including inspection and environmental prosecution. This support includes the preparation of complex ad hoc data requests, and the retrieval of signed copies of manifest documents from microfilm or CD-ROM images.
Manifest Type A manifest record field identifying the type of manifest document such as ‘D’ for TSDF or ‘G’ for generator.
NAICS North American Industrial Classification System
Non-California Manifest Synonymous with out-of-state. A manifest from a state other than California.
Non-RCRA California regulated Waste.
N.O.S. Not Otherwise Specified
OOC Out of Country abbreviation.
Office of External Affairs DTSC program area serving as DTSC’s link to the public, providing communications services and regulatory assistance to such stakeholders as regulated businesses, community groups, the media, and other governmental agencies.

Office of Legal Counsel and Criminal Investigation DTSC program area providing legal and criminal investigation support to DTSC. Supports enforcement actions at the ‘criminal’ level. This support includes the preparation of complex ad hoc data requests, and the retrieval of signed copies of manifest documents from microfilm or CD-ROM images.
Opposite Manifest Type A ‘G’ (Generator) manifest type vs. a ‘D’ (TSDF) manifest type. If the manifest type is a ‘G’, the opposite type would be ‘D’ and visa versa.
OOS Out of State abbreviation.
Out of Country – Import Waste imported to CA from an outside country.
Out of Country – Export Waste exported from CA to an outside country.
Out of State An RFP term used to describe non-California manifests.
Paired Criteria A Data Validation check to determine if a ‘G’ (Generator) or ‘D’ (TSDF) manifest record has a matching (paired) record based on manifest number, ship date, and opposite manifest type.
PECG Professional Engineers in California Government
Pre-Condition A textual description defining a constraint on the system when a use case may start.
Pre-processing Edits Basic front-end edits to check for mandatory field entry and standard file format for FTP files. Paper manifests will be returned to the originator (generator) if these edits fail. For electronic web entry, an error message will be displayed allowing for immediate correction. For electronic FTP or email attachment input, the record in error will be returned, or the file will be returned if not compliant with the standard format.
Post-Condition A textual description defining a constraint on the system when a use case has terminated.

Process Sequence Diagrams Diagrams showing the basic functional flow and sequences of a business process. This will be used as the business model for the project.
Professional Engineering in California Government (PECG) An organization needing current and accurate Hazardous Waste information in support of business activities.
RCRA Resource Conservation and Recovery Act (Federal Law that governs the Hazardous Waste).
Regulated Community Generators, transporters and disposal facilities (TSDFs) who need to submit and track manifest data in order to comply with state and federal requirements.
Required Fields for Data Validation Designated fields which require entry in order to pass the Data Validation process. If the field fails Data Validation, an error report will be generated. The manifest error information will be loaded to a DTSC work queue area for resolution.
Required Fields for Pre-processing Edits Absence of which will result in the manifest being returned to the originator for paper entry. For web entry, an error message will be displayed if a required field is not entered.
Requirement A requirement describes a condition or capability to which a system must conform; either derived directly from user needs, or stated in a contract, standard, specification, or other formally imposed document.
RQ Regulated Quantity
Science, Pollution Prevention and Technology Program DTSC program area responsible for activities within DTSC in the areas of pollution prevention, the hazardous materials laboratory, and human and ecological risk assessment.
Shipping Name A manifest field using this format: (RQ if applies), Proper Ship Name, Hazard Class, UN#, Packing Group, (Quantity) optional.
SIC Standard Industrial Codes
Site Mitigation Program DTSC program area which identifies, assesses, and carries out removal or remedial actions at sites where uncontrolled releases or potential releases of hazardous wastes have occurred, including providing emergency response to handle spills of hazardous substances.
Stakeholders All parties having a vested interest in the outcome of the project; includes both customers and users.
Transporter Quarterly Report The transporter’s collection activity, from small generators, that is captured on Milkrun manifests.
TSDF Treatment, Storage and Disposal Facility
UN# Federal item identification number (part of the U.S. DOT description) CFR 172.101
