Data Validation
This feature applies a second layer of business rules to the manifest data. These business rules will incorporate more complex conditions such as manifests with ‘CA’ ID Numbers must be registered and active in the State of California, and the ID number must be a valid number from the master list. These checks will cross-check the datamart information to validate the input.
If the system encounters any problems linking manifest data in the creation of the manifest history, the manifest error information will be routed to the Correction Process or will be sent to the Automated Tasking/Work Queue for corrective action by the Work Queue Technicians and Work Queue Administrators.
Data and Image Linkage
The HWTS includes a feature that will link the original manifest to all subsequent documents forming a manifest history. This system feature will also link manifest documents to the stored image, so authorized users will have electronic access to the manifest document data and the associated image. [All manifest images are stored in a separate database and images will not exist for corrected manifests.]
Correction Process (Work Queue)
A manifest correction feature is also incorporated in HWTS. This feature will allow a DTSC Analyst or designated person to review manifest errors through the use of a work queue. Error information will be generated for all manifests failing the data validations. This information will be loaded into the work queue for review.
The person reviewing the work queue items will have the ability to perform the following functions:
Work queue items will be flagged if they remain in the work queue for more than 90 days.
There will also be an automated correction letter feature based on severity. Severe errors requiring manual intervention will be loaded into the work queue, while less severe errors will automatically have a correction letter with fee notice generated by the system. When a correction needs to be done online for a manifest, a 30 day check is performed and the record is flagged.
