Existing law requires that most hazardous waste must be transported from hazardous waste generators to permitted recycling, treatment, storage, or disposal facilities (TSDF) by registered hazardous waste transporters, and that most shipments must be accompanied by a hazardous waste manifest.

State Manifest Regulations and Statutory Changes Effective September 5, 2006
New Federal and State Manifest Regulations were effective on September 5, 2006. Information on the new regulations, as well as additional information on hazardous waste manifesting, can be found on DTSC's Hazardous Waste Manifest Information webpage.

Reports
The Hazardous Waste Tracking System (HWTS) generates reports on hazardous waste shipments for generators, transporters, and TSDFs. Information from 1993 to the present is available through the Reports link on the right margin. You can retrieve information from 10 public reports on the Reports page. The Reports are subject to the limitations contained in the official Disclaimer and Data Limitations Statement. Starting in 2004, recent total counts of manifests and tonnage may be overstated because of duplicate manifests totals.

Buying Manifests
Starting September 5, 2006: New manifest forms are sold by private printers registered by U.S. EPA and listed in the Manifest Registry. Old manifests printed by California or other states cannot be used for shipments starting on or after this date.

Manifest Mailing Address
The Uniform Manifest contains six copies. All copies must be legible. The generator must always send a copy to DTSC if the waste is generated in California, generated out of state but received by a permitted facility in California, or is imported to or exported from California. The manifest is no longer color coded.

The uniform manifest no longer has a dedicated copy specified for generators to submit to DTSC; therefore, generators must make a legible copy of the manifest (photocopy) to submit to DTSC.

Generator sends manifest copy to DTSC within 30 days of the shipment date:

A Note on Using This Site:
